Three-fold Jump in Drink-driving Cases
அண்மையில் நாடு முழுவதும் ராஜஸ்தான், மகாராஷ்டிரா,ஆந்திரா உட்பட 16 மாநிலங்களில் சாலை போக்குவரத்து கல்வி நிறுவனம் (ஐ.ஆர்.டி.இ) மற்றும் மத்திய அரசின் நோய் கட்டுப்பாடு மற்றும் தடுப்பு மையம் சார்பில் கணக்கெடுப்பு நடத்தப்பட்டது. இதில் 27 சதவீதம் பேர் குடிபோதையில் வாகனம் ஒட்டுவதாகவும், 29 சதவீதம் பேர் தூக்கமி்ன்மை, 12 சதவீதம் பேர் மன அழுத்தம் 4 சதவீதம் பேருக்கு நிறக்குருடு இருப்பது கண்டறியப்பட்டது.இந்நிலையில் தமிழகத் தலைநகரில் கடந்த ஆண்டு குடித்து விட்டு போதையுடன் வாகனம் ஓட்டி போலீஸாரிடம் வெறும் 16,881 பேர் மட்டுமே சிக்கியிருந்தனர். ஆனால் இந்தாண்டு இந்த எண்ணிக்கை 3 மடங்குக்கு மேல் அதிகரித்துள்ளது.அதாவது இந்தாண்டு நவம்பர் மாதம் வரை குடிபோதையில் வாகனம் ஓட்டியதாக 57,962 பேர் மீது வழக்குப் பதிவு செய்யப்பட்டு சாதனை(!) படைக்கப்பட்டுள்ளது.இதுகுறித்து தகவல் தெரிவித்த போக்குவரத்து காவல்துறை அதிகாரிகள்,” சென்னையில் இந்தாண்டு இதுவரை 57,962 பேர் குடிபோதையில் வாகனம் ஓட்டி சிக்கியுள்ளனர். பெரும்பாலானவர்களுக்கு அபராதம் விதிக்கப்பட்டுள்ளது. மேலும் மீண்டும் மீண்டும் குடிபோதையில் வாகனம் ஓட்டிய 1,201 பேரின் ஓட்டுநர் உரிமங்கள் ரத்து செய்யப்பட்டுள்ளன. இதில் நீதிமன்றங்கள் மூலம் 204 பேரின் ஓட்டுநர் உரிமங்களும், போக்குவரத்து அதிகாரிகளால் 997 பேரின் உரிமங்களும் ரத்து செய்யப்பட்டுள்ளன.போலீஸாரின் தீவிர பரிசோதனை மற்றும் இரவு ரோந்துப் பணிகள் காரணமாக குடிபோதையில் வாகனம் ஓட்டும் பலர் சிக்குகின்றனர். குடிபோதையில் வாகனம் ஓட்டுவதால் ஏற்படும் விபத்துகளை கட்டுப்படுத்தும் நோக்குடன் இந்த நடவடிக்கை மேற்கொள்ளப்படுகிறது. இதன் காரணமாக இந்தாண்டு 10 சதவீத விபத்துகள் குறைந்துள்ளன.நவம்பர் மாதம் வரை 1,146 பெரிய விபத்துகள் நடைபெற்றுள்ளன. கடந்த ஆண்டு 1,300 பெரிய வபத்துகள் நிகழ்ந்துள்ளன. இந்தாண்டு குடிபோதையில் வாகனம் ஓட்டி விபத்து ஏற்படுத்தியதாக 36 வழக்குகள் பதிவு செய்யப்பட்டுள்ளன. கடந்த ஆண்டு வெறும் 2 வழக்குகள் மட்டுமே பதிவு செய்யப்பட்டிருந்தன” என்று போலீஸார் தெரிவித்தனர்.

Are the city roads turning safer? Yes, if one were to go by statistics from the city police, who booked 57,962 motorists for drunken driving till November this year — nearly three-and-a-half times more than the 16,881 cases booked during the previous year. This year also saw the number of fatal road accidents in the city coming down by 10 per cent, said a police officer. While the increased crackdown on drink-driving is said to be the reason behind the spurt in the booking of motorists, the number of fatal accidents dropped this year to 1,146 cases, compared to 1,300 in the corresponding period in 2012. Due to regular checks and strict enforcement, 1,201 repeat offenders lost their driving licences — 204 were cancelled by courts and 997 by transport department officials, at the behest of the police. Apart from that, 8,727 licences were suspended and those caught drunk for the first time were asked to pay a fine. “We wanted to curb drink-driving as it is the reason for many accidents,” a senior police officer said. Therefore, 36 motorists who caused accidents under the influence of liquor were booked under the stringent Indian Penal Code section 304 (ii) (culpable homicide) this year, compared to just two such cases in 2012. “We have also started booking drunken drivers even if they cause a minor accident on charges of attempt to culpable homicide. We have booked five such cases so far this year,” said the officer.
